Horgos Port Achieves Enhanced Customs Clearance Efficiency!
Recently, the green channel for construction machinery at Horgos Highway and Railway Ports has been officially put into operation. It provides exclusive customs clearance passage for cross-border oversize cargo including excavators, loaders, concrete batching plants and complete sets of engineering equipment. The channel effectively addresses industrial pain points such as queuing and detention of construction machinery at border ports and uncontrollable delivery cycles, and continuously supports domestically-manufactured construction machinery to further explore markets in Central Asia and Russia.
Construction machinery is generally bulky and heavy, with some units exceeding standard width and height limits. In the past, out-of-gauge complete sets of equipment were prone to gate congestion, lengthy waiting times for inspection and limited lifting yard space at ports. Once cargo is detained, it not only incurs high costs for warehousing and hoisting, but often delays the construction schedules of overseas infrastructure projects, creating a major obstacle for foreign trade enterprises to secure orders.To tackle these industry challenges, Horgos Port has coordinated multiple parties including customs, border inspection, railway operators and logistics platforms to launch an exclusive green channel for construction machinery. It adopts an integrated supervision model featuring advance document pre-review, priority scheduling, centralized inspection and immediate release upon inspection.
The launch of this initiative will help substantially cut customs clearance time. The average customs clearance duration for construction machinery at the railway port has been reduced to less than 30 minutes. The port has designated an independent inspection zone for oversize cargo, so large equipment no longer needs to queue up for inspection alongside ordinary freight vehicles. Online advance declaration of customs documents is permitted, and the submission deadline for certain non-critical documents can be postponed. In addition, the green channel supports 7×24-hour appointment-based customs clearance services. Enterprises can arrange inspections and release procedures at night or on holidays according to the schedules of overseas projects, fully catering to transportation demands for urgent orders.
